From 2018, import substitution policies in Russia encouraged cattle meat production, supporting output of beef, sheep, and goat fat. Despite a pandemic-related dip in food service demand in 2020, continued domestic producer support helped the market volume reach 225.7 thousand tons that year. The upward trend peaked in 2021 at 229.8 thousand tons, driven by a 62% surge in agricultural animal exports which expanded livestock farming and fat production.

A turning point came in 2022 when live cattle prices jumped 25.6%, raising production costs and cutting fat output. This pushed market volume down to 201.4 thousand tons. The decline continued into 2023, with cattle price peaks in the third quarter further pressuring producers, shrinking the market to 181.6 thousand tons.

Over the 2017–2020 period, export value declined by 15.2%, with an average annual decrease of 5.4%. The peak was in 2018 at $32.833 million, which saw the largest increase of 21.0%. The most significant decline occurred in 2019, with a 21.2% drop.
