The market volume for beef, sheep, and goat fat in the Dominican Republic contracted sharply from 9 974 t in 2018 to 1 709 t in 2022. This decline was primarily driven by a collapse in imports, following the establishment of strict sanitary protocols by the Dirección General de Ganadería (DIGEGA) for importing cattle, sheep, and goats. These protocols required certifications for diseases like bluetongue, tightening market access for foreign animal fats.

After imports fell to zero in 2022, the market became entirely dependent on domestic production, which remained relatively stable between 1 700 t and 1 850 t. A modest 3% market volume increase to 1 760 t occurred in 2023 due to a rise in production. During this period, authorities introduced a new export certificate (ASE-3478) for fresh beef and meat preparations entering the country, replacing the previous model and updating lists of approved establishments, which refined import control mechanisms.

The ongoing Proyecto de Mejoramiento de la Ganadería (PROMEGAN), aimed at enhancing livestock genetics and productivity, has supported domestic production. However, the limited area of improved pasture, especially in the northwest region, has constrained more significant efficiency gains in fat output.

Imports of beef, sheep, or goat fat into the Dominican Republic fell for the second consecutive year. In 2020, imports totaled 1 250 tonnes, a 64.2% decrease from 2019. Over the period from 2017 to 2020, imports dropped by 81.2%, averaging an annual decline of 42.8%. The peak was recorded in 2018 at 8 290 tonnes, which also saw the largest increase of 24.4%.
