The establishment of the Drought Commission in 2017 helped monitor and mitigate agricultural impacts from dry conditions. In 2019, a sharp 57% increase in export value limited the volume available domestically, keeping the market size stable. Import growth then drove market expansion in 2020, before a contraction in 2021 as imports fell and exports continued to rise.

The market structure shifted from 2022 onward due to a strong recovery in the Madeira banana sector. After restructuring its cooperatives, Madeira achieved a record year in 2022 with a 63% production increase and a 144% rise in grower income. This revitalization supported supply chains, leading to an 11% growth in banana commercialisation from Madeira in 2023, with most output shipped to mainland Portugal, which contributed to the rebound in domestic market volume that year.

Banana production in Portugal declined for the second consecutive year. In 2021, the country produced 24,990 tonnes of bananas, representing a 5.0% decrease compared to the previous year. Over the period from 2018 to 2021, production increased by 10.3%, with an average annual growth rate of 3.3%. The highest production volume was recorded in 2019 at 27,100 tonnes, which also saw the largest annual increase of 19.6%.

After two years of growth, banana imports into Portugal declined. In 2021, Portugal imported approximately 216.4 thousand tonnes of bananas, equivalent to an 8.5% year-on-year decrease. Between 2018 and 2021, imports increased by 7.2%, with an annualized growth rate of 2.4%. The highest import volume was recorded in 2020 at 236.5 thousand tonnes, which also saw the largest annual increase of 16.8%.
