Agreements with the United States to eliminate tariffs on hundreds of agricultural items and a moderate opening of the market to foreign supplies led to higher import volumes, offsetting some declines in local production.
In 2022, the introduction of new apple varieties at the Agrimashov exhibition helped revive domestic output, which rose to 135.5 thousand tonnes. However, harvests in the northern growing regions faced disruptions due to ongoing security challenges, which limited further expansion. Continuous farmer protests against import liberalization highlighted the sector's tension between protecting local growers and maintaining open-market policies.
Market volume contracted to 184.9 thousand tonnes in 2023, coinciding with a drop in both imports and production. In response, authorities accelerated the formulation of a 25-year national food security plan and enacted mandatory country-of-origin labeling for unpackaged fresh fruit to enhance transparency and support domestic producers. The legislative reform 'What is good for Europe is good for Israel' also strengthened the regulatory framework aimed at balancing competition with industry protection.
