The market size dropped sharply from 724 thousand tonnes in 2018 to 598 thousand tonnes in 2019, a decline of 17%. It then recovered over the next two years, reaching 699 thousand tonnes in 2021, before falling again to 637 thousand tonnes in 2022 and stabilizing at 639 thousand tonnes in 2023.

This volatility was closely tied to domestic production, which followed a similar pattern. Output fell from 635 thousand tonnes in 2018 to 493 thousand tonnes in 2019, then gradually recovered to 594 thousand tonnes in 2021, only to decline again in the following two years. Imports, which peaked at 112 thousand tonnes in 2019, moderated thereafter, while exports remained minimal and continued to decrease.
