Between 2018 and 2021, Russia's ammonia market volume grew from 13.6 million tons to 15.5 million tons. This expansion was driven by increased production capacity, including the launch of new plants like the Metafrax ammonia facility in Gubakha, and stable natural gas supplies that kept manufacturing costs competitive. Higher demand for nitrogen fertilizers also supported output growth, with production reaching 19.9 million tons in 2021 after planned maintenance works were completed at major sites.
In 2022, geopolitical sanctions and the closure of key export routes, such as the Togliatti-Odessa pipeline, severely restricted overseas shipments. Exports plummeted from 4.4 million tons in 2021 to just 0.6 million tons by 2023. While production contracted by 14% that year, the domestic market volume continued to rise as more ammonia was retained inside the country. By 2024, market volume reached 17.3 million tons, supported by partial recovery in production and ongoing export limitations.
Production recovered to 18.1 million tons in 2024 and further increased to 18.6 million tons in 2025. This growth aligns with the strengthened role of state-owned producers and the development of new low-carbon ammonia projects, although export channels remained constrained.
