Paraguay advances beef market access talks with Mexico, South Korea and Japan

Paraguay is seeking approval to export beef to Mexico, South Korea and Japan as it works to diversify sales among major international markets. Mexico is the most advanced of the three processes, while an initial Turkish interest covers about 300 tonnes.

Mexico leads the approval process

Paraguay is working to secure beef access to Mexico, South Korea and Japan, three destinations that the national meat industry regards as its main outstanding market openings. According to MarketData, gaining entry to all three would leave Paraguayan beef present in nearly all of the industry's priority international markets, with China remaining a major exception.

Mexico is the most advanced of the three negotiations. Daniel Burt, general manager of the Paraguayan Meat Chamber, said Paraguay has completed the audits and inspections required for approval and is now awaiting news from Mexican authorities. The industry believes the market could open soon, although no approval date has been announced.

South Korea and Japan require longer procedures

The processes involving South Korea and Japan remain at an earlier stage. Paraguayan authorities and their counterparts are continuing to exchange information and documentation, while audits also form part of the work required to gain access. Burt described both procedures as lengthy, without providing a timetable for their completion.

The Paraguayan Meat Chamber says domestic processors have already demonstrated that they can meet the sanitary requirements imposed by demanding destinations. Slaughterhouses and meat-processing plants undergo frequent audits because Paraguayan beef already serves numerous markets. Burt therefore characterized the remaining obstacles as procedural steps in opening the markets rather than deficiencies in the industry's sanitary capabilities.

Turkey adds a controlled purchasing opportunity

Turkey has meanwhile joined Paraguay's list of destinations with sanitary authorization. MarketData reported initial Turkish interest in purchasing about 300 tonnes of meat. That volume is a specific expression of interest, however, and not a permanent quota allocated to Paraguay.

The distinction matters because the Turkish government exercises greater control over meat imports. Any subsequent business will depend on the import requirements set by the government, limiting exporters' ability to treat the initial 300 tonnes as the start of a predictable recurring flow. Even so, the authorization gives Paraguayan suppliers another potential outlet while the three larger access processes continue.

Diversification extends beyond beef

Opening Mexico, South Korea and Japan would widen the commercial options available to Paraguayan producers and processors as international demand for protein grows. More destinations could also reduce reliance on a narrower group of buyers, although the eventual trade impact will depend on commercial conditions and purchasing demand after sanitary approval is granted.

The industry's expansion plans are not limited to cattle. Paraguayan companies are also examining opportunities to increase pork and poultry exports. Their stated objective is to raise production and improve efficiency so that the country can use new market openings across several animal-protein categories. For beef, the immediate focus remains Mexico's pending decision and the completion of the longer documentation and audit processes in South Korea and Japan.
