Indonesia moves to accelerate beef distribution as national price exceeds reference level
Indonesia’s national average beef price reached Rp143,601 per kg on July 22, 2026, 2.57% above the government reference price. Bapanas says the market is not in turmoil and is asking Berdikari and PPI to accelerate frozen beef and buffalo meat distribution.
National average rises above government reference
Indonesia’s National Food Agency, known as Bapanas, is seeking faster meat distribution after the national average beef price moved above the government’s consumer reference level. Bapanas monitoring showed an average price of Rp143,601 per kilogram on July 22, 2026, or 2.57% above the official reference price of Rp140,000 per kilogram, iNews reported.
Prices found at some retail locations ranged from Rp160,000 to Rp180,000 per kilogram, according to Okezone. The upper end prompted concern about the affordability and availability of beef, but Bapanas said it did not represent the wider consumer market. The agency maintained that the market remained under control and that the increase could not yet be classified as serious price turmoil.
Premium cuts account for the highest quotations
Bapanas Deputy for Food Availability and Stabilization I Gusti Ketut Astawa said the Rp180,000 quotation applied to premium beef. Monitoring at several markets continued to find traders selling meat around the government reference price. During checks in Rawamangun and Senen, officials found beef at Rp140,000 per kilogram, iNews reported.
Astawa said meat quoted at Rp160,000 per kilogram was generally tenderloin that had been trimmed of fat. Differences in cut, quality and preparation therefore account for at least part of the wide range between the reference price and the highest retail quotations. Bapanas nevertheless plans to continue monitoring prices rather than treating premium quotations as evidence that all beef has reached Rp180,000 per kilogram.
The distinction matters for processors, retailers and institutional buyers assessing replacement costs. The national average is already above the reference, but it remains far below the highest reported premium price. Market participants must therefore distinguish between a broad increase in ordinary beef prices and the separate premium attached to selected cuts.
Berdikari and PPI asked to speed deliveries
As a short-term stabilization measure, Bapanas will strengthen coordination with state-owned and regionally owned enterprises. Astawa said the agency would work with Jakarta market operator Perumda Pasar Jaya and with Berdikari and PT Perusahaan Perdagangan Indonesia, or PPI. The two state-owned companies have mandates to import frozen beef and buffalo meat.
Bapanas wants Berdikari and PPI to distribute those supplies more quickly so that meat becomes available to the market and consumer prices can stabilize. Okezone described the action as a short-term government strategy intended both to protect supply and restrain further price increases. The agency did not disclose the volume of meat available for distribution or give a timetable for the accelerated deliveries.
The response places logistics at the center of the government’s immediate intervention. Faster releases could improve availability where retail quotations are highest, although the effect will depend on where supplies are delivered and how quickly they reach sellers. Bapanas also said the government would not tolerate businesses that deliberately provoke price increases. Continued monitoring will show whether the national average returns to the Rp140,000 reference or remains above it despite the distribution push.
