Elgama and Esmetric Plan Smart-Meter Factory in Wałbrzych

Elgama Elektronika and Esmetric are building a smart-meter factory in Wałbrzych, Poland, with initial production lines scheduled for the fourth quarter of 2026. The plant is intended to supply millions of metering devices annually to the European Union and support Poland’s CSIRE-based energy infrastructure.

Joint plant targets fourth-quarter launch

Elgama Elektronika and Esmetric are building a smart-meter factory in the Wałbrzych Special Economic Zone “Invest-Park” in southwestern Poland. According to Polski Przemysł, installation and commissioning of the first production lines are planned for the fourth quarter of 2026, when the facility is also expected to reach full operational readiness.

The project combines technology from Lithuania-based Elgama Elektronika with the Polish market and implementation capabilities of Esmetric. The companies have worked together for years on metering-system deployments for electricity distribution system operators. At its target capacity, the new facility is expected to supply millions of metering devices annually to customers across the European Union, although the publication did not disclose the investment value, floor area or exact annual output.

Production will support CSIRE infrastructure

The factory is being developed as Poland modernizes its electricity network and deploys the Central Energy Market Information System, known by its Polish acronym CSIRE. The system is designed to collect electricity-consumption information from users across the country in a standardized format. Smart meters provide the field-level measurements and communications needed to feed that centralized infrastructure.

The Wałbrzych plant will manufacture devices used in advanced metering infrastructure, or AMI. In this architecture, a meter records electricity consumption, an integrated communications module transmits the information, and a meter data management system processes it in a database. Reliable hardware supply is therefore directly connected to the operation of digital billing, consumption analysis and other data-based functions in the power market.

Local production puts security under scrutiny

Polski Przemysł reports that the facility will operate under H1 quality certification aligned with the European Union’s Measuring Instruments Directive, or MID. The certification framework covers controls throughout the production process, including product design, automated assembly of components on printed circuit boards, software testing and data archiving. For distribution operators and other buyers, these controls concern both measurement accuracy and resistance to cyber risks.

The partners also present European production as a way to retain control over source code, components, manufacturing and product development. That position addresses concerns about imported devices with closed software, sometimes described as “black boxes,” in critical infrastructure. Establishing production in Lower Silesia is also intended to increase local content in Poland’s strategic supply chain rather than relying solely on imports of finished meters from Asia.

The plant could give Polish grid operators a closer regional supplier during a large metering rollout while offering Elgama and Esmetric a manufacturing base for the wider EU market. Its commercial impact will depend on the pace of CSIRE integration, utility procurement schedules and the facility’s ability to scale from its first lines to annual output measured in millions. No customer contracts or country-by-country sales targets were identified in the source material.
