Azerbaijan joins the leading buyer group

Azerbaijan became one of the five largest importers of Russian flour-based confectionery in January-July 2026. The value of shipments to the country exceeded $20 million, according to Yugsn.ru, which cited Sputnik Azerbaijan.

The ranking highlights Azerbaijan’s growing importance for Russian producers of bread, biscuits, wafers and other baked products. Although the source did not provide Azerbaijan’s import volume in tonnes or its year-on-year growth rate, the reported value placed the country alongside Russia’s principal regional markets.

Russian exports rise to about $409 million

Russia exported more than 146,000 tonnes of flour-based confectionery to foreign markets during the seven-month period. These shipments were worth about $409 million, an increase of 9% in value compared with January-July 2025.

The figures imply an average export value of roughly $2,800 per tonne across the reported product group. This is a calculation based on the rounded volume and value published by the source, rather than a quoted transaction price. Actual prices can differ substantially by product, packaging, brand and destination.

Russian suppliers reached more than 90 countries in 2026. The wide geographic coverage gives producers multiple sales channels, but the ranking shows that a large part of the reported revenue remained concentrated in nearby markets with established commercial and logistics links to Russia.

Kazakhstan and Belarus dominate the ranking

Kazakhstan was the largest buyer, purchasing about $133 million of Russian flour confectionery. Belarus ranked second with more than $103 million, while shipments to Kyrgyzstan exceeded $30 million. Uzbekistan and Azerbaijan each bought more than $20 million.

Based on these reported thresholds, Kazakhstan and Belarus together accounted for at least $236 million, or nearly 58% of Russia’s approximately $409 million in export revenue from the category. The exact combined share may be higher because Belarusian purchases were reported only as exceeding $103 million.

Other flour confectionery, bread, sweet biscuits and wafers were the main export lines. Together, these categories generated about 91% of export revenue, making demand for packaged bakery products and shelf-stable snacks particularly relevant to Russian processors, distributors and regional retailers. Azerbaijan had also entered the top five buyers of Russian mineral and carbonated water in January-July 2026, with shipments exceeding $1 million, indicating broader demand for Russian packaged food and beverage products.
