A sharp recovery followed in 2021, with the market surging 39% to 1 289.0 million m². Sanctions and currency volatility made imported raw materials more difficult to obtain, prompting domestic producers to ramp up output. This growth was interrupted in 2022 when global cotton price hikes pushed the market down by 14.8% to 1 098.5 million m². The market rebounded again in 2023, jumping 22.5% to 1 345.4 million m², as ongoing sanctions continued to incentivize local manufacturing.

In 2024, the market stabilized at 1 318.9 million m², a slight 2% dip, as it normalized after earlier volatility. Production continued to grow into 2025, reaching 920.4 million m², supported by the development of new segments such as technical fabrics for specialized applications.

In 2021, Russia produced 899.5 million square meters of woven cotton fabrics, marking a modest year-over-year gain of 2.3%. The lowest production level was recorded in 2019 at 821.0 million square meters, which saw the largest decline of 0.9%. This was followed by the largest increase of 7.1% in 2020. Overall, between 2018 and 2021, production grew by 8.6%, translating to an annualized rate of 2.8%.

Exports of woven cotton fabrics from Russia have risen for the second consecutive year. In 2021, exports totaled 95.6 million square meters, up by 6.7% compared to the previous year. The lowest export volume was recorded in 2019 at 66.6 million square meters, which experienced the largest decline of 23.7%. This was followed by the largest increase of 34.6% in 2020. Over the period from 2018 to 2021, exports increased by 9.7%, with a compound annual growth rate of 3.1%.

From 2018 to 2021, Belarus, Ukraine, and Kazakhstan were the leading destinations for Russia's woven cotton fabric exports in volume terms. Belarus accounted for 32.1% of exports, Ukraine for 27.6%, and Kazakhstan for 17.6%. Together, these three countries represented 77.3% of total export flows.

Russia's woven cotton fabric exports in value terms have increased for the third consecutive year. In 2021, exports amounted to 54.9 million US dollars, a 6.6% rise compared to 2020. Over the period from 2018 to 2021, exports grew by 17.7%, with a compound annual growth rate of 5.6%.

Between 2018 and 2021, Belarus, Ukraine, and Kazakhstan stood out as the main markets for Russia's woven cotton fabric exports in value terms. Belarus contributed 45.1% of export value, Ukraine 23.5%, and Kazakhstan 16.7%. Collectively, these three countries accounted for 85.2% of total export flows.

Imports of woven cotton fabrics into Russia have increased for the third consecutive year. In 2021, Russia imported approximately 347.9 million square meters, up by 21.7% relative to the prior year. Over the period from 2018 to 2021, imports rose by 38.2%, equating to an annualized rate of 11.4%.

From 2018 to 2021, Uzbekistan, China, and Belarus formed the core of Russia's woven cotton fabric imports in volume terms. Uzbekistan accounted for 45.7% of imports, China for 21.3%, and Belarus for 16.7%. Together, these three countries made up 83.7% of total import flows.

The value of woven cotton fabric imports into Russia has increased for the third consecutive year. In 2021, imports reached 221.1 million US dollars, reflecting a sharp advance of 28.7% compared to 2020. Between 2018 and 2021, imports grew by 36.6%, translating to an annualized rate of 11.0%.

In the period from 2018 to 2021, China, Uzbekistan, and Belarus remained the principal suppliers of woven cotton fabrics to Russia in value terms. China accounted for 34.3% of import value, Uzbekistan for 26.7%, and Belarus for 8.6%. Jointly, these three countries represented 69.6% of total imports in value terms.
