After the pandemic shock, the market stabilized at a lower level between 2021 and 2023, with volumes hovering around 46 000–50 000 t. A prolonged downturn in the real estate construction sector weighed on demand, while tighter environmental policies, including a ban on commercial logging of natural forests, constrained domestic supply and maintained reliance on imports. In 2023, stable shipments from New Zealand helped nudge the market volume up slightly to 48 017 t.
