Earlier Report Observations

Between 2018 and 2020, the market volume for women's knitted skirts in Latvia first increased from 173.2 thousand units to 189.3 thousand units, then contracted to 158.9 thousand units. The initial period was supported by a domestic textile industry focused on natural materials and high-quality knitwear, alongside a government plan promoting gender equality that could have influenced consumer spending. Domestic production, however, fell sharply from 25.8 thousand to 10.2 thousand units over these three years.

From 2021 onward, import volumes showed a recovery and growth trend, reaching 194.2 thousand units by 2025, while exports also expanded steadily. This phase was shaped by significant regulatory shifts, including Latvia's introduction of an Extended Producer Responsibility system for textiles in 2022, which increased costs and focus on sustainability. EU-wide rules on textile waste collection and packaging recycling, effective from 2025, further defined the market environment. Geopolitical challenges, notably the loss of Russian clientele, prompted Latvian designers to refocus on the local and Baltic markets, as highlighted at Riga Fashion Week 2025. Concurrently, the rapid expansion of e-commerce and rising consumer demand for ethical and sustainable fashion supported market evolution and encouraged new players.
