Security deterioration along the Malian border intensified refugee flows, straining local resources. For 2024, massive wheat imports were launched to offset one of the worst national cereal harvests since the 1980s, with a strategic stockpile of 1 million tons of soft wheat planned, as unfavorable climatic conditions like drought further stressed domestic production.
