The unmanufactured tobacco market in Burundi contracted sharply from 1 970 t in 2018 to 1 292 t in 2020. This decline was triggered by the 2018 tobacco control law, which banned smoking in public places and introduced packaging rules, reducing consumption. The collapse was accelerated in 2020 when the COVID-19 pandemic severely disrupted international supply chains, slashing imports from 433 t in 2019 to just 6 t.

From 2021 onward, the market stabilized near 1 270–1 280 t as imports remained virtually absent. High inflation and weakened consumer purchasing power, noted in subsequent years, prevented any recovery in imported volumes. Local production, led by the dominant Burundi Tobacco Company, remained steady but could not compensate for the lost imports, keeping the overall market size at a reduced level.

In 2019, Burundi produced 1,250 tons of unmanufactured tobacco and refuse, marking the lowest output in the period. The following year, production increased slightly by 2.9% to reach 1,286 tons in 2020. The most significant decline occurred in 2019, with a drop of 4.1%.

In 2019, imports were at a higher value, but by 2020, they had plummeted to 1,000 US dollars, down by 99.9% from the previous year. Between 2017 and 2020, imports decreased by 100%, equating to an average annualized rate of decline of 92.9%.
