Earlier Report Observations

UK sugar beet production started the period at 7 600 thousand tons in 2018 and increased to 7 763 thousand tons in 2019. The market operated under new pressures, including the April 2018 introduction of the Soft-Drinks Industry Levy on high-sugar beverages and an EU-wide ban on neonicotinoid pesticides, which affected crop protection strategies for beet growers. The most significant disruption arrived in 2020, when the COVID-19 pandemic caused extensive supply-chain interruptions, leading to a sharp contraction in output to 5 984 thousand tons.

Production recovered to 7 364 thousand tons in 2021 as pandemic-related disruptions eased. Output, however, fell again to 5 574 thousand tons in 2022. The subsequent year saw a strong rebound to 7 746 thousand tons in 2023, a period in which British Sugar received recognition for its environmental and sustainability performance, highlighting industry focus on operational efficiency.

The UK government confirmed the stability of import quotas for raw cane sugar and extended deadlines for the voluntary sugar-reduction program to the end of 2025, citing the impact of the pandemic. Rules restricting the advertising and promotion of high-fat, salt, and sugar (HFSS) foods are scheduled to take effect in October 2025, and British Sugar began commissioning new evaporators aimed at reducing site emissions.
