Earlier Report Observations

Following the abolition of EU sugar production quotas in 2017, the market adjusted to new conditions. Global sugar beet harvest deficits from 2019 onward contributed to higher world sugar prices. In 2020, an outbreak of jaundice disease significantly reduced yields, causing production to fall by 29% to 8 223 tons.

Production rebounded from 2021 to 2022, driven by high sugar prices that reached a decade peak in the European Union, which improved beet profitability. Output rose by 26% in 2021 to 10 382 tons and by a further 8% in 2022 to 11 191 tons.

In 2023, production declined by 11% to 9 958 tons as operational costs for fertilizers and plant protection products increased, despite continued gains in profitability for beet growers.

ECOWAS's sugar beet exports declined for the second consecutive year. In 2020, export volume totaled 37 US dollars, showing a sharp contraction of 70.2% compared to the previous year. Between 2018 and 2020, exports decreased by 97.3%, equating to an annualized rate of 70.0%.
