Following the abolition of EU sugar production quotas in 2017, the market adjusted to new conditions. Global sugar beet harvest deficits from 2019 onward contributed to higher world sugar prices. In 2020, an outbreak of jaundice disease significantly reduced yields, causing production to fall by 29% to 8 223 tons.

Production rebounded from 2021 to 2022, driven by high sugar prices that reached a decade peak in the European Union, which improved beet profitability. Output rose by 26% in 2021 to 10 382 tons and by a further 8% in 2022 to 11 191 tons.

In 2023, production declined by 11% to 9 958 tons as operational costs for fertilizers and plant protection products increased, despite continued gains in profitability for beet growers.

Market performance showed noticeable fluctuations during this period. From 2017 to 2018, the range between peak and trough was 1.8 times. In 2020, ECOWAS produced 8 223 tonnes of sugar beet, marking a 29.3% decrease compared to the previous year. The highest production was recorded in 2018 at 11 955 tonnes, which also saw the largest increase of 79.8%.

ECOWAS's sugar beet export volume declined for the second year in a row. In 2020, exports were recorded at 15 kg, representing a 77.3% drop from the previous year. Between 2018 and 2020, exports fell by 99.2%, equivalent to an annualized rate of 79.9%.

From 2017 to 2020, Congo clearly led the country structure of exports in kind, accounting for 1.6% of total flows.

ECOWAS's sugar beet exports declined for the second consecutive year. In 2020, export volume totaled 37 US dollars, showing a sharp contraction of 70.2% compared to the previous year. Between 2018 and 2020, exports decreased by 97.3%, equating to an annualized rate of 70.0%.

Imports sugar beet to ECOWAS

The market displayed an unstable trend throughout the period. Imports reached their lowest point in 2018 and peaked in 2017, with a 7.9-fold difference between these years. In 2020, imported sugar beet volumes in ECOWAS stood at 5 592 kg, indicating a sharp reduction of 55.0% from 2019. The minimum value was recorded in 2018 at 2 186 kg, which also saw the largest decline of 87.3%. The largest increase occurred in 2019 at 468.7%.

The market exhibited an unstable trend throughout the timeframe. Imports bottomed in 2018 and peaked in 2020, with a 12.2-fold gap between these years. In 2020, sugar beet volumes in ECOWAS reached 12 588 US dollars, equivalent to a gain of 154.6% versus the previous year.
