The sugar beet market in China expanded from 11.3 million tonnes in 2018 to 12.3 million tonnes in 2019, supported by strong underlying demand for sugar. However, a downward trend in sugar crop area and the rapid growth of the sugar substitute industry began to exert competitive pressure on traditional sugar beet demand. This contributed to a stabilization of the market volume around 12.0 million tonnes in 2020, coinciding with a phase of overcapacity in the sugar substitute sector.

A severe contraction followed in 2021, reducing the market volume to 7.8 million tonnes. The market rebounded from 2022 onwards, driven by the national sugar security strategy which shifted production focus to resource-rich regions like Xinjiang, increasing sugar beet planting area. This policy intervention raised the market volume to 8.9 million tonnes in 2022 and further to 9.2 million tonnes in 2023. By 2024, the strategy had spurred significant area expansion and mechanization rates above 95%, reinforcing domestic production capacity.

China's sugar beet production declined after two years of growth. In 2020, the country produced 11 984 thousand tonnes, a slight year-over-year decrease of 2.4%. Over the 2017-2020 period, production rose by 27.7%, averaging an annual growth rate of 8.5%. The peak was recorded in 2019 at 12 273 thousand tonnes, while the largest annual increase occurred in 2018 at 20.2%.

China's sugar beet production value fell for the second year in a row. In 2020, output was valued at 6 097 million US dollars, down 2.0% from the previous year. From 2017 to 2020, production value increased by 27.4%, with a compound annual growth rate of 8.4%. The highest value was in 2018 at 6 390 million US dollars, which also saw the largest annual increase of 33.6%. In contrast, 2019 experienced the biggest decline at 2.6%.

Exports sugar beet from China

Exports in kind, t

China's sugar beet export volume dropped for the second consecutive year. In 2020, exports totaled 775 tonnes, a sharp 63.1% decrease compared to 2019. Over the 2017-2020 period, exports fell by 60.5%, averaging an annual decline of 26.6%. The highest volume was in 2018 at 2 404 tonnes, which also recorded the largest annual increase of 22.5%.
