Earlier Report Observations

From 2018 to 2023, Uganda's coniferous roundwood production remained steady at 935 thousand m³ annually. However, the domestic market volume gradually contracted, falling from 934.9 thousand m³ to 927.0 thousand m³, as rising exports claimed a larger share of output. This export growth occurred alongside market factors such as a growing timber scarcity, which pressured species substitution, and increased urban demand that intensified resource utilization. Large state-owned and private plantations maintained their influential role in the sector throughout this period.

The market framework evolved with the introduction of stricter environmental and social regulations in 2021, including mandatory impact assessments and revised licensing for forest products. These measures responded to significant annual forest cover loss. A pivotal change came with the presidential ban on exporting unprocessed timber, announced in 2022 and effective from May 2023, which was directly aimed at curbing overexploitation by foreign processors and encouraging domestic value addition. This policy shift set the stage for a structural market change.

By 2024, the export ban's impact was clear, with coniferous roundwood exports falling sharply to 4.8 thousand m³ from a peak of 8.0 thousand m³ the previous year. This redirection of timber is reshaping the market, favoring local processing. Dominant national forestry companies continue to operate within a landscape still influenced by global demand patterns and ongoing environmental governance.

From 2017 to 2020, Kenya and Vietnam remained the main buyers of roundwood coniferous from Uganda, together accounting for 89.5% of total exports in kind. The remaining share was fragmented across other countries.
