Between 2018 and 2020, severe drought conditions in Romania reduced rice yields and harvested areas, cutting domestic production from 42.9 thousand tons to 24.7 thousand tons. Despite this, the total market volume remained relatively stable, staying between 81.0 and 84.8 thousand tons, as higher imports offset the lower local output. Italian investors, led by companies like Riso Scotti, strengthened their position in the sector during this period, introducing modern farming techniques.

The market volume dropped to 64.5 thousand tons in 2021 before surging to 105.9 thousand tons in 2022. This spike was primarily driven by a sharp increase in imports, which rose to 126.7 thousand tons, as international rice prices climbed due to adverse weather in major exporting countries such as India, Brazil, Thailand, and Vietnam. In 2023, the market volume contracted sharply to 51.5 thousand tons, reflecting a return to more typical import levels after the previous year's peak.

Romania's rice production has declined for the third year in a row. In 2020, the country produced 24 670 tons of rice, representing a sharp year-on-year decrease of 37.6%. Between 2017 and 2020, production fell by 43%, which translates to an annualized decline of 17.1%.

Romania's rice imports have risen for the third consecutive year. In 2020, imports reached 82 749 tons, up by 16.8% from 2019. From 2017 to 2020, import volume increased by 89.9%, corresponding to an annualized growth rate of 23.8%.
