The Swedish market for refined sunflower or safflower oil saw significant changes from 2018 to 2024. Market volume, available for 2020–2022, fell from 11 695 t in 2020 to 8 318 t in 2021, then rebounded to 12 110 t in 2022. Imports rose from 7 698 t in 2018 to 16 910 t in 2024, despite a dip in 2021, while exports grew steadily from 3 172 t to 8 469 t over the same period, pointing to expanded domestic consumption and production capacity.

In 2024, an acute sunflower oil shortage emerged after Russia’s invasion of Ukraine, leading Swedish authorities to temporarily waive controls on the product to enable production adaptation and avoid deficits. This policy measure, together with increased import dependence due to disrupted global supplies, drove imports up by 19% to 16 910 t. EU labeling rules that require precise content declaration on packaging also limited the substitution of sunflower oil with other vegetable oils, supporting demand for the specific product.

Over the period from 2017 to 2020, exports fell by 8.1%, which translates to an average annual decline of 2.8%. The lowest export volume was recorded in 2018 at 3 172 tonnes, representing a significant drop of 23.3% that year. In contrast, exports rebounded in 2019 with a notable increase of 22.0%.
