From 2018 to 2021, Russian potassium chloride fertilizer production rose steadily, reaching over 15 million tons, driven by long-term investment projects from major producers like Uralkali, EuroChem, and Akron aimed at expanding mining and output. This growth was also supported by a broader increase in the application of mineral fertilizers in Russian agriculture. During this period, the domestic market volume fluctuated significantly, peaking at 4.5 million tons in 2020 before contracting.

Geopolitical factors reshaped the market from 2020 onward. Sanctions against Belarusian fertilizer producers increased global potassium chloride costs and created localized shortages, indirectly affecting Russia. The subsequent start of the special military operation in Ukraine led to sanction pressure and logistical chain disruptions, negatively impacting export flows. In response, the Russian government introduced export quotas for mineral fertilizers at the end of 2021 to regulate the domestic market and exports, contributing to a sharp drop in export volumes in 2022.

To revive exports, the government reduced export duties on fertilizers until the end of 2024. Simultaneously, companies expanded capacity, with EuroChem launching construction of a new flotation plant at the Usolsky complex to boost annual output by 1.8 million tons. New logistics routes, such as the Makhachkala seaport handling Belarusian transit, were developed. These efforts, alongside rising global demand in East Asia and Latin America, allowed Russian exporters to successfully expand into new markets like South Africa and Brazil by 2025.
