The volume of the petroleum coke market in Russia from 2018 to 2023 was shaped by a combination of external shocks and domestic production factors. The market grew from 2 988 K t in 2018 to 3 385 K t in 2019, supported by an increase in domestic production. However, in 2020, market volume fell to 2 884 K t due to the suspension of consumer enterprises during the COVID-19 pandemic. The subsequent recovery to 3 206 K t in 2021 was linked to the resumption of economic activity after restrictions eased.

In 2022, market volume reached 3 398 K t, bolstered by production stabilization and adaptation to sanction pressure, which affected logistics and exports throughout the period. By 2023, the market declined to 3 182 K t as a significant rise in exports diverted product away from the domestic market. Simultaneously, the development of needle coke production at the Omsk refinery, initiated back in 2015, expanded the product range, while state procurement under laws 44-FZ and 223-FZ continued to influence the distribution of petroleum coke.

Production petroleum coke in Russia

Exports petroleum coke from Russia

In 2020, Russia's petroleum coke exports reached 1,583 thousand tonnes, representing a significant year-on-year increase of 57.3%. Between 2017 and 2020, exports grew by 33.5%, with an average annual rate of 10.1%. The lowest export volume was recorded in 2019 at 1,006 thousand tonnes, which also saw the largest decline of 22.7%.

From 2017 to 2020, China, Kazakhstan, and Turkey were the leading destinations for Russia's petroleum coke exports in volume terms. China accounted for 38.6% of exports, Kazakhstan for 12.9%, and Turkey for 8.7%. Together, these three countries represented 60.2% of total export flows.

Exports in value terms peaked in 2018 at 144.2 million US dollars and hit their lowest point in 2017, with a 1.8-fold difference between these years. In 2020, Russia exported 114.1 million US dollars worth of petroleum coke, down 3.3% from the previous year. From 2017 to 2020, China, Kazakhstan, and the Netherlands were the top buyers of Russian petroleum coke in value terms. China held a 34.7% share, Kazakhstan 27.4%, and the Netherlands 6.2%. Combined, these countries accounted for 68.3% of total export value.

After two years of growth, Russia's petroleum coke imports declined. In 2020, imports totaled 292 thousand tonnes, a decrease of 31.9% compared to the previous year. Over the 2017-2020 period, imports fell by 25%, with an average annual decline of 9.2%. The highest import volume was in 2019 at 428 thousand tonnes, while the largest increase was in 2018 at 7.8%.
