Market volume then receded to 328.1 thousand tons in 2023 and 323.0 thousand tons in 2024. This downturn coincided with steep increases in energy and raw material prices, which placed significant cost pressure on producers and constrained output. The period also saw the adoption of the EU Packaging Regulation (PPWR) and the new German Packaging Act (VerpackG3), which set forthcoming labeling and recycling targets, creating operational uncertainty and necessitating future adjustments by industry players.
