Between 2018 and 2021, the market for paper and paperboard waste in Fiji expanded from 2057 tonnes to 2974 tonnes. This growth coincided with a sharp decline in export volumes, which fell from 946 tonnes to 26 tonnes, increasing the supply available for domestic consumption while production held steady at 3000 tonnes per year.

From 2021 onward, the market volume stabilized, experiencing a slight dip to 2922 tonnes in 2022 before returning to 2944 tonnes in 2023. During this period, exports remained at low levels, and the market maintained a size close to the domestic production capacity with negligible import activity.

From 2017 to 2020, Australia, Thailand, and Indonesia were the main markets for Fiji's exports in kind. Australia accounted for 34.8% of exports, Thailand for 26.4%, and Indonesia for 15.3%, together representing 76.5% of total flows.
