Between 2018 and 2023, the Cambodian palm-kernel oilcake market volume more than doubled from 34 thousand tonnes to 82 thousand tonnes. This expansion was underpinned by increased domestic production and, more significantly, a sharp rise in imports. The state-owned Mong Reththy Investment Cambodian Oil Palm Co., Ltd. (MRICOP) operated as a pioneer agro-industrial processor of palm oil, directly influencing the output of oilcake as a by-product. Concurrently, Cambodia's status as a net importer of agricultural goods, including oil crops, sustained high import levels to meet demand.

Domestic production showed variable movement, dipping to 9.1 thousand tonnes in 2019 before a steady climb to 12.5 thousand tonnes by 2023. Agricultural surveys, namely the Cambodia Inter-Censal Agriculture Survey 2019 and the Cambodia Agriculture Survey 2021, provided data on palm cultivation areas, confirming ongoing raw material availability which supported the recovery and subsequent growth in oilcake production.

The market's development occurred within a broader policy context favoring the agricultural sector. In 2022, the government launched the National Cashew Policy 2022-2027, signaling a focus on nut crops that indirectly supported related agro-processing industries. By 2024, MRICOP remained a key market influence, while government efforts to attract foreign investment and improve the business climate, alongside discussions on offshore energy resources, laid groundwork for potential further industrialization in palm oil processing.
