This growth was initially propelled by legislative changes in 2018 that established monitoring and reduction mechanisms for greenhouse gas emissions, incentivizing the use of renewable fuels including wood-based biomass.

Market expansion continued through the period, reinforced by the launch of the EU Fit-for-55 legislative process in 2021, which set binding decarbonization targets and supported renewable energy sources. In 2022, updated rules for estimating emissions from biofuel production and growing policy pressure to phase out fossil fuels provided further direct support for biomass consumption, leading to a market peak. However, the market volume contracted by 7% to 5.1 million m³ in 2023, marking a temporary reversal.

Romania's production of non-coniferous wood fuel increased for the third consecutive year. In 2020, the country produced 5 009 K m³, marking a moderate rise of 7.2% compared to 2019. Over the period from 2017 to 2020, production grew by 23.5%, with an average annual growth rate of 7.3%.

Romania's exports of non-coniferous wood fuel declined for the third consecutive year. In 2020, the country exported 47.7 K m³, a drop of 6.6% compared to 2019. Between 2017 and 2020, exports decreased by 37.7%, equating to an annualized decline of 14.6%.

From 2017 to 2020, Hungary and Italy remained the primary destinations for Romania's exports in kind, jointly accounting for 84.2% of total flows. Other partners each held significantly smaller shares.

After two years of decline, Romania's exports of non-coniferous wood fuel in value terms increased in 2020, reaching 2 472 K $ US, a 16.5% year-on-year uptick. Over the period from 2017 to 2020, exports decreased by 24.8%, with an average annual decline of 9.1%. The lowest value was recorded in 2019 at 2 122 K $ US, which also saw the largest decline of 22.6%.
