The Revised Forestry Code (Presidential Decree No. 705) also tightened controls on timber utilization to prevent illegal harvesting, collectively curbing production capacity and reinforcing a trend of reduced output throughout the period.
Industry discussions, such as the Wood Summit in 2022, highlighted ongoing efforts to align regulatory frameworks with sustainability goals, emphasizing a policy environment that continued to prioritize forest conservation over expansion of roundwood harvests. While import regulations under DENR Administrative Orders remained in place, inbound shipments stayed minimal and did not offset the steady decrease in domestic production.
