Between 2018 and 2022, the market volume for multi nutrient fertilizers in Russia expanded consistently from 2.3 million tons to 4.3 million tons. This growth was primarily driven by state policies such as the introduction of export quotas in December 2018, which restricted overseas shipments to secure domestic supply. Additionally, government-coordinated purchase plans with agricultural producers guaranteed demand exceeding 14 million tons, while investments in new production complexes under import substitution programs boosted output.

In 2023, the market volume declined to 3.6 million tons as some export restrictions were lifted, allowing producers to redirect more fertilizer abroad. The following year, however, the market rebounded sharply to 4.8 million tons after the renewal of export quotas from June to November 2024, which again prioritized domestic availability. The commissioning of Uralchem's ammonia terminal in late 2023 enhanced export capabilities, but the reinstated quotas temporarily mitigated its impact on the home market.

Throughout the period, state-owned giants like PhosAgro and Uralchem played a pivotal role in distribution and capacity expansion. Sanctions from 2021 onward and logistical constraints after 2022 reshaped the operating landscape, but the domestic market remained resilient due to continued focus on food security and internal price stabilization measures.
