During the same year, Royal Decree 1086/2020 introduced more flexible hygiene rules for the production and sale of food products, including specific authorization and labeling requirements for raw milk sold directly to consumers.

In 2021, the market volume saw a slight further adjustment to 2.9 million t, while its value increased to 2.0 billion USD. The hygiene and labeling regulations established in the previous year persisted, and no major new regulatory changes were reported for this specific milk segment during this period of stabilization.

The largest increase occurred in 2018, with a rise of 6.8%.
