Following the 2017 border blockade, Qatar's milk market volume contracted from 126 844 t in 2018 to 84 921 t in 2021. This decline was primarily due to a sharp drop in imports as the country rapidly pursued dairy self-sufficiency. This turnaround was supported by the launch of the National Food Security Strategy 2030, which promoted local production and supply chain resilience. Consumer demand also shifted toward higher-quality and organic milk options, with supermarkets expanding these ranges amid government regulations emphasizing healthy eating habits.

By 2024, local producers met over 95% of fresh milk demand, and Baladna signed a $3.5 billion agreement to develop a major dairy project in Algeria. Government decisions regulated fees on local food commodities to support domestic suppliers, while powdered milk imports surged by 11% in 2024, reflecting diversified consumption patterns.
