The Swiss milk and cream market volume decreased from 4.8 million tons in 2018 to 4.6 million tons by 2020. This initial decline coincided with the introduction of stricter industry standards like 'swissmilk green,' which raised production requirements, and the continuation of milk segmentation for price control. State milk allowances and a new three-tier fund regulation system implemented in 2020 helped stabilize producer incomes and cushion against surplus situations, contributing to the market's stabilization after the first drop.

Market volume continued to decline in 2021 and 2022, reaching 4.5 million tons in 2022. This period saw the expansion of market stabilization funds and the introduction of an annual price and volume ceiling for C-milk, which limited output in this lower-value segment. Concurrently, increased EU-Switzerland negotiations for market access and new labeling rules for A- and B-milk began reshaping export prospects and domestic market conditions.

In 2023, the market recovered to 4.6 million tons. This growth was supported by a new organic milk price model from aaremilch that incentivized higher production, alongside increased export subsidies for the food industry to counter rising cocoa prices. Preparations for a scheduled price reduction in the high-quality A-segment also indicated industry adaptation to manage expected supply surpluses.
