The Azerbaijani milk and cream market volume grew consistently from 2 574 thousand tons in 2018 to 2 791 thousand tons in 2021. This expansion was initiated by the state Strategic Roadmap for agricultural production and processing, approved in 2018, which stimulated contract-based farming and boosted output from household plots, thereby raising domestic production.

Market growth slowed in 2022 to 2 808 thousand tons, a minor increase of 17 thousand tons. During this year, authorities intensified quality and safety monitoring to address the sale of expired dairy products. The market volume then rose to 2 847 thousand tons in 2023.

In 2024, the market saw price increases for dairy products influenced by broader food price changes, alongside a greater variety of brands and products enriching consumer choice. By late 2025, further price rises were observed, linked to global and regional supply chain challenges and inflation.
