Earlier Report Observations

From 2018 to 2019, Mali's maize market volume grew from 3 625 thousand tons to 3 817 thousand tons. This increase was driven by the implementation of the National Proximity Irrigation Program (PNIP) and state subsidies for agricultural inputs, which aimed to enhance productivity and support farmers through guaranteed prices.

After a decline to 3 518 thousand tons in 2020, the market recovered to 3 604 thousand tons in 2021 and surged to 3 909 thousand tons in 2022. The 2022 growth was bolstered by the Marshall Plan 2022-2024 for agriculture and presidential decisions to aid producers facing high input costs, despite the ECOWAS and UEMOA embargo that raised fertilizer prices for the cotton-maize-millet-sorghum system.

In 2023, the market volume dropped to 3 390 thousand tons. This decrease coincided with the Compagnie Malienne pour le Développement des Textiles (CMDT) scaling back cotton production ambitions, which increased input costs and redirected resources, indirectly affecting maize cultivation.

Maize production in Mali declined after two years of growth. In 2019, production reached its peak at 3,817 thousand tons, but then fell by 7.9% to 3,517 thousand tons in 2020. Over the 2017-2020 period, overall production decreased by 2.3%, with an average annual decline of 0.8%. The most significant year-on-year increase occurred in 2019, when production rose by 5.3%.

Mali's maize exports declined for the second consecutive year. In 2019, exports stood at a higher level, but by 2020 they had dropped to just 16.0 tons, representing an 84.5% decrease compared to the previous year.
