Earlier Report Observations

Between 2018 and 2021, linoleum production in Russia expanded from 133.0 million m² to 162.4 million m². This growth was driven by the modernization of existing facilities and the launch of new production sites, such as the PVC flooring plant opened in Orel in June 2019 with a capacity of 25 million m². The COVID-19 pandemic in 2020 shifted demand toward individual home renovation projects, sustaining market volume. In summer 2021, manufacturer Yuteks Ru completed a modernization that increased its linoleum output capacity by 10 million m², further supporting production growth.

A sharp contraction followed in 2022, with production falling to 123.6 million m², largely due to the near‑complete loss of access to Western technologies essential for manufacturing. The market rebounded partially in 2023, reaching 144.2 million m², as demand shifted toward more affordable flooring options like linoleum. Producers also enhanced their offerings by introducing commercial linoleum with improved features such as anti‑static, anti‑slip, sound‑insulating and antiseptic properties.

Production declined again in 2024 to 132.6 million m² and continued to decrease in 2025 to 126.4 million m². This ongoing reduction was influenced by persistent technology constraints and macroeconomic pressures, including high interest rates and the cancellation of preferential mortgage programs, which weighed on construction activity.

Production linoleum in Russia

The market exhibited volatility during the observed period. The lowest export volume was recorded in 2018, while the highest was in 2021, with a 2.2-fold difference between these years. In 2021, Russia's linoleum exports reached 15,487 thousand square meters, representing a sharp increase of 44.4% from 2020. From 2018 to 2021, Kazakhstan, Ukraine, and Kyrgyzstan were the primary destinations for Russia's linoleum exports in volume terms. Kazakhstan accounted for 41.5% of exports, Ukraine for 12.3%, and Kyrgyzstan for 10.4%. Together, these three countries made up 64.1% of total export flows.

Russia's linoleum exports in value terms have increased for the third consecutive year. In 2021, exports amounted to 42,335 thousand US dollars, showing a sudden rise of 38.5% compared to the previous year. Between 2018 and 2021, exports grew by 144.6%, equivalent to an average annual rate of 34.7%.

During 2018–2021, Kazakhstan, Ukraine, and Kyrgyzstan remained the main buyers of Russian linoleum in value terms. Kazakhstan represented 40.5% of exports, Ukraine 15.2%, and Kyrgyzstan 9.4%. Collectively, they accounted for 65.1% of total export value.

After a two-year decline, Russia's linoleum imports in volume terms increased. In 2021, imports totaled 1,124 thousand square meters, up by 8.0% year-on-year. The lowest import volume was in 2020, at 1,041 thousand square meters, which also saw the largest decline of 4.2%.

From 2018 to 2021, Belgium, the Netherlands, and Germany were the leading sources for Russia's linoleum imports in volume terms. Belgium contributed 54.3% of imports, the Netherlands 20.5%, and Germany 10.6%. Together, these countries accounted for 85.5% of total import flows.

Russia's linoleum imports in value terms have risen for the third year in a row. In 2021, imports were recorded at 6,831 thousand US dollars, indicating a steep increase of 25.4% compared to 2020.
