The concurrent implementation of price regulation in the thermal energy sector influenced costs but did not hinder the market's expansion during this period.

The market contracted in 2023 and 2024, falling to 0.9 million m² by the end of the period. This downturn occurred alongside preparations for major legislative revisions in construction law and spatial planning, which created uncertainty among manufacturers. Furthermore, the enactment of a new climate change law and stricter labeling rules for products containing fluorinated greenhouse gases raised regulatory compliance costs, putting additional pressure on the industry.
