The honey market in Israel is highly concentrated and operates under comprehensive regulation by the Honey Council, authorized under the Control of Goods and Services Order. The Ministry of Agriculture actively intervenes by publishing recommended consumer prices and managing import quotas to support local beekeeping and ensure affordability. Yad Mordechai dominates the market with about 55% share, alongside other major apiaries. Domestic production does not meet total demand, so imports consistently supplement the market.

Local honey output rose by 11% in 2019 due to favorable weather and abundant blooming, lifting production to 3 800 t. The market volume grew significantly in 2020, reaching 5 675 t, as demand remained firm during the COVID‑19 pandemic and imports surged. Production stabilized in 2021 at 4 000 t amid the entry of novel technologies like bee‑free cultured honey by Bio Honey, though economic challenges limited their immediate impact. In 2022, production expanded again to 4 500 t, supported by the strengthened position of large producers through import‑quota allocations. The following year, however, output fell sharply to 3 500 t, while imports jumped under government quotas aimed at lowering living costs, keeping the total market volume nearly steady at 5 965 t.

Government measures played a key role throughout the period: import duty exemptions were granted first to producers and later to retailers, always favoring established players. The Ministry of Agriculture’s recommended price cap of 35 shekels per kg before holidays became a regular tool to curb inflation. Regulatory tightening on bee feeding and quality standards, along with marketing innovations such as spreadable honey from Yad Mordechai, shaped the industry’s structure. In 2024, the Ministry continued to issue recommended prices and duty‑free import quotas exclusively for producers, further consolidating the market.
