Earlier Report Observations
Between 2018 and 2024, imports of halogenated derivatives of hydrocarbons to Sweden showed significant volatility. Starting at 166.4 thousand tons in 2018, imports fell to 122.1 thousand tons in 2019 and further to 101.7 thousand tons in 2020. They then recovered to 109.1 thousand tons in 2021 before dropping again to 96.5 thousand tons in 2022. A sharp increase followed in 2023 to 127.9 thousand tons, with a slight moderation to 122.4 thousand tons in 2024. Exports exhibited a different pattern, rising from 3.9 thousand tons in 2018 to a peak of 40.9 thousand tons in 2020, then declining to 15.2 thousand tons in 2022 before partially recovering to 25.4 thousand tons in 2024.
Available data for domestic production and market volume cover the years 2020 to 2022. Production decreased from 40.8 thousand tons in 2020 to 28.5 thousand tons in 2021, then rebounded to 35.3 thousand tons in 2022. Despite the dip in production, the total market volume in physical terms grew consistently, from 101.5 thousand tons in 2020 to 109.2 thousand tons in 2021 and 116.7 thousand tons in 2022. In value terms, the market size increased from $56.7 million in 2020 to $84.7 million in 2021 and $85.6 million in 2022.
The regulatory landscape for these substances shifted notably in 2024. The new EU F-gas Regulation (EU 2024/573) came into force in March, prohibiting the import, supply, and use of single-use containers with fluorinated greenhouse gases, which include many halogenated hydrocarbons. This regulation aims to reduce the use of these gases by 79% by 2030 and phase them out completely by 2050, driving a market transition towards natural refrigerants like propane and isobutane. Concurrently, stricter rules for halogenated solvents in drinking water and groundwater, along with certification requirements for handling natural refrigerants, are reshaping supply and demand dynamics.
