Earlier Report Observations

The market volume for frozen bovine beef offal in Russia fluctuated between 2018 and 2024. After reaching 96 136 t in 2018, it declined to 83 981 t by 2020. A recovery followed, with the market growing to 91 337 t in 2022 and then stabilizing around 89 489 t in 2023. The most significant expansion occurred in 2024, when consumption jumped to 104 895 t.

In 2022, the government announced plans to introduce import quotas for frozen beef and pork, which were expected to limit supplies of imported offal and encourage domestic production. This regulatory move coincided with a 22% increase in Russian output that year, reaching 24 645 t. Simultaneously, amendments to technical regulations on food labeling were prepared, affecting requirements for frozen offal packaging and information disclosure.

By 2025, regulatory attention shifted toward the upcoming mandatory labeling of meat products, including offal, scheduled to start in March 2026. An experiment on labeling frozen semi-finished products began in November 2025, covering some meat offal and introducing voluntary marking during the trial phase.
