The market volume for cottonseed oil and its fractions in Iran declined from 7 534 t in 2018 to 6 100 t in 2021, before recovering to 7 000 t in 2022 and then moderating to 6 400 t in 2023. A key driver throughout the period was the Ministry of Agriculture's decade-long self-sufficiency program for crude oil and oilseeds, launched in 2014, which aimed to cover at least 70% of domestic oil demand through local production. This policy directly supported domestic output but coincided with falling cotton cultivation due to economic pressures and climate change, reducing the supply of cottonseed for processing.

The initial contraction in market size was exacerbated by the earlier closure of cottonseed oil extraction plants following the termination of subsidies in 2002, which limited processing capacity. The rebound in 2022 was facilitated by increased investment in new food oil production lines and the modernization of factory equipment, as well as regulatory reforms to promote contract farming for cotton and oilseeds. Conversely, currency allocation policies for importing oilseeds and crude oil, along with international sanctions, introduced volatility in raw material availability and affected plant operations.

Additional market-shaping factors included evolving labeling regulations for genetically modified oil products, which enhanced consumer transparency, and growing consumer interest in vegetable oils with antioxidant properties, such as cottonseed oil. State-owned and semi-state companies, like the Oilseed Cultivation Development Company, played a significant role in expanding oilseed cultivation and edible oil production capacity under the national self-sufficiency agenda.

Iran's production of cottonseed oil and fractions has declined for the third year in a row. In 2020, the country produced 6 300 tonnes, which represents a 4.5% decrease compared to 2019.
