The approval of the Sustainable Mineral Raw Materials Roadmap in August 2022 established a framework for sustainable extraction and circular economy, aiming to reduce import dependency and spur national investment. The strategic Cobre Las Cruces polymetallic project in Seville, recognized as critical for the EU, continued development and is expected to enable future production of copper, zinc, lead, and silver. Meanwhile, metallic mining value fell by 15% in 2022 and another 15% in 2023, even as employment in the sector grew by 4.1%, reflecting a shift toward more labor-intensive operations amid declining ore grades.

In 2019, exports reached their peak at 1,521 K t, but by 2020 they had fallen to 583 K t, marking a 43.5% decrease from the previous year. Over the period from 2017 to 2020, exports dropped by 49.8%, which translates to an average annual decline of 20.5%. The most significant increase occurred in 2018, when exports rose by 31.0%.

From 2017 to 2020, China and Bulgaria were the primary destinations for Spain's copper ores and concentrates exports, together accounting for 96.1% of the total volume. The remaining share was distributed among other trading partners.

In 2019, exports peaked at 2,151 M $ US, but by 2020 they had decreased to 760 M $ US, representing a sharp 47.0% drop compared to the previous year. Between 2017 and 2020, export values declined by 53.8%, averaging an annual decrease of 22.7%. The largest increase was recorded in 2018, with a rise of 30.7%.

In 2019, imports dropped by 29.9%, and by 2020 they totaled 1,230 K t, reflecting a further 17.6% decrease from the previous year.
