From 2018 to 2020, production of concentrated or sweetened milk and cream in Kazakhstan grew rapidly, increasing from 57 922 t to 83 990 t. This growth was supported by state subsidies for dairy farming development and the introduction of EAEU technical regulations that standardized safety requirements and made compliance easier for producers. In 2019, the acquisition of export rights to China for three Kazakh companies created an additional incentive to increase volumes.

In 2021, preparation for mandatory dairy product labeling from 2022 led to continued production growth, albeit at a slower pace. However, in 2022, immediately after labeling was introduced, production temporarily decreased to 86 240 t, reflecting an adaptation period for producers and retailers required to use electronic document flow. By 2023, after implementing new labeling rules and changes in the technical regulation requiring disclosure of vegetable oils in composition, production surged to 99 961 t, facilitated by state support for standardization and the emergence of new product segments such as enriched reconstituted milk.

Over the entire period from 2018 to 2023, market volume expanded from 101 341 t to 134 618 t, demonstrating steady expansion despite temporary regulatory changes. Growth was mainly driven by domestic production, while imports gradually declined, especially after 2020.

Production of concentrated or sweetened milk and cream in Kazakhstan has grown for the third consecutive year. In 2020, Kazakhstan produced 83 990 tonnes, marking a 25.7% increase compared to the previous year. From 2017 to 2020, production rose by 52.6%, which translates to an average annual growth rate of 15.1%.

Kazakhstan's exports of concentrated or sweetened milk and cream have increased for the second year in a row. In 2020, exports reached 1 476 tonnes, showing a sharp rise of 61.8% over the previous year. Between 2017 and 2020, exports grew by 66.5%, with an average annual rate of 18.5%. The lowest volume was recorded in 2018 at 733 tonnes, which also saw the largest decline of 17.2%.

From 2017 to 2020, Russia and Tajikistan were the dominant markets for Kazakhstan's exports in kind, together accounting for 80.9% of total flows, while other countries made up the remaining share.

Export revenues from concentrated or sweetened milk and cream shipments from Kazakhstan have risen for the third consecutive year. In 2020, exports amounted to 7.3 million US dollars, representing a significant advance of 294.2% compared to 2019. Over the period from 2017 to 2020, exports increased by 571.1%, with a compound annual growth rate of 88.6%.

Between 2017 and 2020, Russia and China jointly absorbed 82.2% of Kazakhstan's total export value for concentrated or sweetened milk and cream, with the rest distributed among smaller markets.

Imports concentrated or sweetened milk and cream to Kazakhstan

After a two-year decline, imports of concentrated or sweetened milk and cream into Kazakhstan have rebounded. In 2020, import volume totalled 47 560 tonnes, up by 22.6% compared to the previous year. From 2017 to 2020, imports increased by 4.9%, equating to an average annual growth rate of 1.6%. The lowest volume was recorded in 2019 at 38 790 tonnes, which also experienced the largest decline of 12.1%.

During 2017–2020, Belarus, Russia, and France were the top contributors to Kazakhstan's imports in kind, accounting for 41.2%, 25.8%, and 8.7% respectively. Together, they made up 75.7% of total import flows.

Following a two-year loss, Kazakhstan's import spending on concentrated or sweetened milk and cream has increased. In 2020, imports totalled 101.0 million US dollars, up by 31.9% compared to the previous year. Over the period from 2017 to 2020, imports grew by 10%, with a compound annual growth rate of 3.2%. The lowest value was recorded in 2019 at 76.6 million US dollars, while the largest decline occurred in 2018 at 13.0%.

Throughout 2017–2020, Belarus, Russia, and France played leading roles in Kazakhstan's import value for concentrated or sweetened milk and cream, with shares of 39.4%, 19.9%, and 12.0% respectively. Collectively, they accounted for 71.3% of total import flows.
