Earlier Report Observations

From 2018 to 2020, production of concentrated or sweetened milk and cream in Kazakhstan grew rapidly, increasing from 57 922 t to 83 990 t. This growth was supported by state subsidies for dairy farming development and the introduction of EAEU technical regulations that standardized safety requirements and made compliance easier for producers. In 2019, the acquisition of export rights to China for three Kazakh companies created an additional incentive to increase volumes.

In 2021, preparation for mandatory dairy product labeling from 2022 led to continued production growth, albeit at a slower pace. However, in 2022, immediately after labeling was introduced, production temporarily decreased to 86 240 t, reflecting an adaptation period for producers and retailers required to use electronic document flow. By 2023, after implementing new labeling rules and changes in the technical regulation requiring disclosure of vegetable oils in composition, production surged to 99 961 t, facilitated by state support for standardization and the emergence of new product segments such as enriched reconstituted milk.

Over the entire period from 2018 to 2023, market volume expanded from 101 341 t to 134 618 t, demonstrating steady expansion despite temporary regulatory changes. Growth was mainly driven by domestic production, while imports gradually declined, especially after 2020.
