From 2018 to 2020, citrus production in the Philippines faced persistent challenges from pests and diseases, such as citrus tristeza virus and huanglongbing, which constrained domestic supply. Strategic interventions to improve orchard management and produce quality planting materials helped raise production to 334.9 thousand tons in 2019, but output fell to 298.7 thousand tons in 2020. The COVID-19 pandemic boosted demand for healthy foods, including citrus, leading to increased imports of 155.8 thousand tons to compensate for insufficient local production, although the total market volume edged down to 453.9 thousand tons.

In 2021, the Department of Agriculture intensified promotion of local citrus varieties like Perante and Vizcaya ponkan to reduce import reliance and support farmer incomes. However, global supply chain disruptions and rising imports from Australia pushed imports up to 174.2 thousand tons, and the overall market grew to 478.9 thousand tons. By 2022, policy shifted toward export diversification, emphasizing high-value crops such as calamansi and pomelo for global markets. Simultaneously, consumer preferences leaned toward imported citrus, which, together with lower imports of 123.2 thousand tons and declining production, contracted the market to 419.1 thousand tons.

In 2023, the citrus market volume continued to decline, reaching 406.1 thousand tons, with production dropping to 285.0 thousand tons and imports at 121.2 thousand tons.
