Earlier Report Observations

From 2018 to 2020, the chocolate and cocoa products market in Western Europe first contracted to 427 thousand tons in 2019, then expanded sharply to 712 thousand tons in 2020. This volatility coincided with the beginning of a sustained rise in producer prices, which increased by 32.6% between 2020 and 2024 due to higher cocoa and sugar costs, elevating production expenses and consumer prices.

Market volume moderated to 663 thousand tons in 2021 and 586 thousand tons in 2022 before recovering to 780 thousand tons in 2023. This rebound occurred alongside record cocoa prices driven by global supply shortages, harvest concerns, and climate-related production challenges. Simultaneously, consumer trends shifted towards minimally processed chocolate and products with functional ingredients like vitamins and proteins, creating new segments within the market.

Regulatory standards, such as the EU requirement for chocolate to contain at least 95% cocoa butter, defined product composition and market access. Despite significant cost pressures, the market showed volume resilience, with German production reaching approximately 1.14 million tons in 2023 valued at EUR 6.48 billion.
