In 2023, the market fell sharply to 7.4 million tons, pressured by continued high production costs and market consolidation through mergers and acquisitions. At the same time, tighter environmental regulations and EU policies promoting a circular economy encouraged a shift toward more sustainable pulp production, affecting overall output.
