Tanzania's market for chemical wood pulp grew from 46 347 t in 2018 to 52 692 t in 2023, with domestic production holding steady at 44 000 t annually. The increase in market volume was driven by rising imports, which compensated for a constrained local supply of wood raw material. A significant drop in wood from government plantations and natural forests—due to agricultural expansion, encroachment, and illegal harvesting—limited the raw material base for pulp production from the start of the period.

The country's persistent inability to meet domestic timber demand, highlighted in 2020, reinforced reliance on imported pulp. In response, the government outlined investment opportunities in plantation wood products and a development roadmap in 2022 to attract capital and boost local wood processing capacity. By 2024, new environmental regulations required pulp and paper producers to improve wastewater treatment, potentially affecting production methods, while exports of forestry products began to rise.

Import volumes remained elevated through 2023 and into 2024, indicating ongoing dependency on foreign pulp to satisfy demand. Concurrently, issues with wood product quality, such as premature rotting of treated poles, pointed to deeper challenges in the wood processing chain that could influence the pulp sector's efficiency and cost structure.
