This growth was driven by the industry's response to environmental regulations and technological innovations, which spurred the production of eco-friendly and drainage concrete products. In 2020, the introduction of a new national standard for precast concrete surface quality boosted confidence and increased the use of these products in building facades and interiors. The following year, anti-dumping duties on cement imports from Belarus, Ukraine, and Russia protected the dominant local producer Akmenės cementas, allowing it to capture a larger market share and ramp up production to meet rising demand.

After peaking in 2021, the market contracted to 2 445 thousand tons in 2022 and further to 1 886 thousand tons in 2023. The decline was primarily due to a sharp drop in imports of Belarusian cement and a simultaneous decrease in domestic consumption. Despite the downturn, the industry focused on innovation and energy efficiency, with Akmenės cementas partnering with Ignitis to secure wind power for its operations. By 2024, the market showed signs of recovery, reaching 2 185 thousand tons.
