The decline was primarily due to a sharp drop in imports of Belarusian cement and a simultaneous decrease in domestic consumption. Despite the downturn, the industry focused on innovation and energy efficiency, with Akmenės cementas partnering with Ignitis to secure wind power for its operations. By 2024, the market showed signs of recovery, reaching 2 185 thousand tons.
