After starting at 35 359 tons in 2018, market size declined to 29 755 tons by 2021, then surged sharply to 40 317 tons in 2022, before contracting again to 31 080 tons in 2024.

The implementation of the EU Single Use Plastics Directive in Sweden from January 2022 introduced prohibitions on certain expanded polystyrene products, yet the market volume grew substantially that year, suggesting offsetting demand in other segments. The following year, volume fell to 32 136 tons without specific reported drivers.

A series of legislative measures effective from January 2024, including a national ban on disposable cups containing more than 15% plastic and a shift of packaging waste collection responsibility to municipalities, alongside new environmental sanction fees, placed downward pressure on the market, contributing to a reduction in volume to 31 080 tons.
