Production of carbon dioxide in Finland rose to 224 thousand tons in 2019, up from 209 thousand tons the previous year. This early growth occurred alongside discussions on carbon capture technologies that could make fossil fuel plants emission-free, although the solutions were still costly and under development. Output then entered a period of sustained decline, falling to 190 thousand tons in 2021 and 160 thousand tons in 2022.

The reduction in production continued in 2023, dropping to 152 thousand tons. This coincided with a 19% decrease in carbon dioxide emissions from Finland’s emissions trading sector, driven especially by a sharp fall from combustion plants, as updated EU rules began reshaping the allocation of free allowances. In 2024, output saw a modest recovery to 155 thousand tons. Despite a further 14% drop in emissions trading sector emissions, several carbon capture and utilization projects advanced, and the business potential for products made from captured CO2 gained attention, even though regulatory gaps and insufficient incentives continued to slow broader adoption.
