The Japanese beef market volume reached its peak in 2019 at 1,082 thousand tons, supported by the enforcement of the Japan-U.S. Trade Agreement which expanded low-tariff import quotas. This facilitated new market entries and business expansions, while growing consumer interest in healthy and functional meat products further bolstered demand. The onset of the COVID-19 pandemic in 2020 led to a downturn in foodservice demand, causing a slight contraction in market volume to 1,073 thousand tons, though cheaper imported beef helped sustain overall consumption.

In the subsequent years, the market continued to contract, declining to 1,044 thousand tons by 2022. The liberalization of import restrictions and improved logistics enhanced market access, while the lifting of COVID-19 measures spurred a gradual recovery in restaurant and hotel demand. However, these positive drivers were offset by inflationary pressures and rising costs linked to the Russia-Ukraine conflict, which dampened consumer spending, particularly on high-end wagyu beef. The establishment of labeling standards for raw beef in 2022 aimed to strengthen consumer safety but did not reverse the overall market decline.

By 2023, the market volume had fallen to 997 thousand tons, reflecting a persistent downward trend. Domestic production grew consistently, reaching 502 thousand tons in 2023, while imports—which constitute the majority of supply—contracted sharply to 504 thousand tons that year. Import volumes showed a temporary increase to 526 thousand tons in 2024 but are projected to fall again to 496 thousand tons in 2025, indicating a continued shift in supply structure amid an overall smaller market.
